Defence Policy Sector



The Defence Policy Sector is responsible for planning, organizing and carrying out activities in the field of the defence system development, international military cooperation and support to the defence system in the European integration process.

The Defence Policy Sector is a basic internal unit of the Ministry of Defence responsible for: drafting strategic documents; planning documents for the defence system development; the development of scientific research and innovation; planning and organizing international military cooperation; implementing international agreements and conventions, providing support to the defence system in the European integration process, and multilateral and bilateral cooperation.

The Defence Policy Sector is headed by the Assistant Minister for Defence Policy.


The Defence Policy Sector consists of two subunits:

1. Strategic Planning Department
2. International Military Cooperation Department

STRATEGIC PLANNING DEPARTMENT
Strategic Planning Department performs activities related to: the preparation of strategic documents and planning documents for the development of the defence system, commitments, goals and tasks of the national security policy and defence policy; planning and development of scientific research and innovation and the coordination of activities in the Planning and Review Process (PARP) within the NATO Partnership for Peace program.

INTERNATIONAL MILITARY COOPERATION DEPARTMENT
International Military Cooperation Department is responsible for planning and organizing international military cooperation, drafting international contracts, implementing international agreements, conventions, integrations, communication with foreign military representatives and diplomatic missions.

The following organizational units are organizationally and functionally related to the Assistant Minister for Defence Policy:
  1. Project Management Office,
  2. Military Mission of the Republic of Serbia to the NATO,
  3. Office for Administrative and Professional Services,
  4. The List of jobs in the Ministry of Foreign Affairs to be filled with professional servicemen.
  5. Military Archives

Project Management Office is responsible for providing expert support to the defence system in the European integration process, as well as for the management of the MoD and SAF organizational units’ projects to be funded by the European Union and international development aid, and other standards, formats and requirements of the donor states’ international organizations.

Military Mission of the Republic of Serbia to the NATO performs activities related to the representation of the Ministry of Defence and the Serbian Armed Forces in the NATO and the EU, advocacy and protection of defence and military interests of the Republic of Serbia in the NATO and the EU and the support for the application of standards with the aim of improving Serbian Armed Forces’ interoperability.

The Office for Administrative and Professional Services provides administrative services to the Government of the Republic of Serbia concerning the establishment of a direct link between the Ministry of Defence and the Office of the Government of the Republic of Serbia and the preparation of content for media presentation and communication with the public.

The Military Archive is an institution responsible for protecting archival and documentary materials that are produced by the Ministry of Defence and the Serbian Armed Forces, or are kept by them. It also performs archival activities for administrative bodies responsible for defence, pursuant to the provisions of the Law on Archival Materials and Archival Activities (Official Gazette of the Republic of Serbia, No. 6/2020) that cover the activities and competences of public archives, defence regulations and regulations governing the performance of archival activities necessary for defence and the Serbian Armed Forces.

The following organizational units are organizationally and functionally related to the Head of the International Military Cooperation Department:
  1. Military Missions Abroad
  2. Verification Centre
Military Missions Abroad perform activities related to the representation of the Ministry of the Defence and the Serbian Armed Forces in international organizations and advocacy of Serbia’s defence and military interests in international organizations and permanent missions of Member States.  

Verification Centre performs activities related to the implementation of internationally accepted obligations of the Republic of Serbia in the field of arms control and carrying out the activities defined by the UN documents and conventions.
