Dialogue on results of the execution of NAP for the implementation of UN Security Council Resolution 1325



A dialogue on present results in execution of National Action Plan (NAP) for the implementation of UN Security Council Resolution 1325 – Women, Peace and Security in the Republic of Serbia was held today at the Central Military Club. Members of the Government Policy Council for execution of NAP, headed by State Secretary of the Ministry of Defence Zoran Djordjevic, spoke about the topic and the plans for the future period with institutional bodies and mechanisms for its execution, numerous civil society organizations, and representatives of the academic community and media.

Discussing present results, Djordjevic reminded that the Policy Council had held eight sessions so far, formed tree workgroups and drafted the report to the Government for the NAP execution period from 2011 to 2013, and that one of the most significant achievements was securing the visibility of women in the security system.

- Moreover, great changes have been made; women enrolling at the Military Academy, promotion of first female officers from the Military Academy, with some of them among the first ones in rank, enrollment of girls at the Military Grammar School, and all forms of education in the military and police. We have also had the promotion of first female pilots in the Air Force, first female generals of police, first female chiefs of police departments and customs – State Secretary said.

Discussing the concrete results of the execution of one of the goals of NAP related to the increase of the number of women in the security system, he stressed that, according to the data of the Ministry of Defence from October 2014, the number of women in MoD and SAF had increased by 0.14% comparing to the data from May 2014 (19.34%), and that the data of the qualitative analysis showed that the said increase had not occurred within the administration, but, primarily, in the category of professional soldiers.

The activities on the realization of the Plan at the Ministry of Interior were presented by their gender equality counselor Tatjana Vesic, and the monitoring of realization of NAP by the National Assembly of the republic of Serbia was presented by MP and member of the authorized Parliament Commission Ljiljana Malusic.

Clarifying how the civil society perceived the implementation of the Resolution 1325, Maja Bjelos from the Belgrade Security Policy Center said that the fact that a large number of women had died as victims of violence was alarming, and that it was clear that gender discrimination was largely present in our country.

The second panel of the dialogue was dedicated to the implementation of the Resolution 1325 in the future.

This topic was discussed by counselor to the President and representative of the Government Coordination Body for Gender Equality, OSCE representative to Serbia Zorana Antonijevic, and other Council members, and numerous representatives of civil society, who actively contributed to the meeting envisioned as an exchange of opinions, and a way to provide guidelines for further work on the execution of National Action Plan (NAP) for the implementation of UN Security Council Resolution 1325 – Women, Peace and Security in the Republic of Serbia.
