Failure to respect the profession and the uniform



Major Dr Danilo Mladenovic, a physiatrist on duty at the Nis Military Hospital, originally filed a request to be placed on the formation position of a Lieutenant Colonel in the Department of Infectious Diseases of Nis Military Hospital. This is a position of the Chief of Department – a physician – specialist for infectious diseases. Appointing a physiatrist to the formation position of an infectious disease specialist cannot be justified by any reason due to the fact that these two specialties have no common points. Specifically, it must be taken into account that it was a position of a Chief of the Department of Infectious Diseases who, in addition to the regular engagement should organize, control and be responsible for the operation of this service in the Nis Military Hospital.

Regardless of the facts, Major Mladenovic was spoken with dozen times, starting with the Manager of the Nis Military Hospital, through the Head of the Military Health Department of MoD, to the Office of the Minister of Defence and Minister of Defence himself.

With all good will of hissuperiors to appoint him according to the normative-legal regulations to a place adequate to his rank and profession, which isMajor physiatrist, Dr Mladenovic changed hisrequests. According to the latest request, Mladenovic asked to be placed on the position of a Lieutenant Colonel physiatrist, in a manner that is not appropriate for an officer of the Serbian ArmedForcesand a member of the Ministry of Defence who wears uniform.

In addition to the above, Mladenovic asked Minister of Defence to implement the decision on the compensation of part of the costs for the lease of the apartment (so called increased housing costs) in the amount that belongs to the person who has two children. However, the children were given to their mother and are living with her so that this request of his is also legally unfounded.

The history of this case goes back to 2012, when apart from his superior officers and lawyers, psychologists and psychiatrists were involved and they also spoke to him.

With a maximum consideration of every single case, as the case of Dr Mladenovic is, and efforts of all actors in the defence system to solve these or similar issues, the Ministry of Defence and the Serbian Armed Forces are sorry because of any distorting of the reputation and dignity of the military profession and uniform.
