Conference on the 2015 budget at the defence system
At the Amphitheater of the Military Academy, a conference was held today, titled “Characteristics of drafting the program budget for 2015 in the defence system”. It was attended by members of the Ministry of Defence and the Armed Forces of Serbia, representatives of the Government, ministries, city management and the National Bank. This conference aims at contributing to improving budgetary process as a part of a broader reform of managing public finances.
Opening the meeting, State Secretary at the Ministry of Defence Zoran Djordjevic stressed that, in the conditions of difficult economic and social situation, many years of deficit and limited budgetary means, managing finances has great institutional importance, and that the carriers of financial functions have a great responsibility in their work which is reflected in legal and rational handling money from the national treasury.
- We have begun a decisive battle to end spending what hasn’t been earned. The budget must not be used for spending tax payers’ money with no purpose or justification any more. We have already adopted this when it comes to the military budget – State Secretary Djordjevic assessed, adding that the budget planning is conducted based on current and developmental needs and that constant control of the course and legality of expenditures is necessary.
According to him, managing finances in the system of defence is not a one-time, but a continuous process, and that constant analysis provides solutions that enable much better financial business. He also stressed that the fact that a program for public finances on graduate and master studies and from civilian students was accredited last year at the Military Academy proves that the defence systems pays great attention to managing public finances.
- I am convinced that the implementation of the “military discipline” into the financial management can give substantial results to fiscal consolidation, which is the priority for the Government of the Republic of Serbia – State Secretary Djordjevic concluded.
During the conference, representatives of the Ministry of Defence and the Ministry of Finance discussed characteristics of the budgetary process, budget control and internal revision in conditions of program budgeting.
