Contracting during the process of research and development of arms and military equipment
In the period from 7th to 11th April 2014, in the Material Resources Sector, a workshop "Contracting in the process of research and development of arms and military equipment", organized by the Department for Defence Technology, is being held.
The lecturers are from the Naval Postgraduate School in Monterey, the United States, and the workshop is organized in the framework of the International Defense Acquisition Resource Management (IDARM) programme.
The workshop was opened by Brigadier General Bojan Zrnic, Head of Department for Defence Technology, who stressed the importance of such professional development for the members of the Ministry of Defence and the Serbian Armed Forces, along with maintaining continuity in the organization and implementation of similar workshops in the field of defence resources.
IDARM Program was created in 1997 as part of the Naval Postgraduate School in Monterey, and over time it has gained international recognition as one of the primary sources of vocational education and training in the field of defence acquisition, logistics, contracting, managing complex projects and negotiations.
The upcoming workshop will focus on understanding the key principles and challenges related to the management of the processes of research and development of arms and military equipment. Lecturers and participants from the organizational units of MoD and SAF, in an interactive process, will discuss the concepts and techniques of project management, methods of their use in an environment recognising specific characteristics of the research and development of arms and military equipment. In addition, practical examples will address different types of research and development, challenges expected in the process of transformation of research results to the subsequent stages, such as the impact of research on the production of arms and military equipment, determining the life cycle costs associated with arms and military equipment, and the similar.
The expected outcome of the presented topics and exercises is that workshop participants apply their knowledge in identifying the key influencing factors in the process of arms and military equipment research and development, and to apply the knowledge in contracting. The purpose of the workshop, as professional specialized forum, is to present to the participants methodology of reviewing challenges, techniques and tools to analyze the obtained information necessary for a successful start-up, contracting and managing of projects related to arms and military equipment research and development.
This is the fourth year of cooperation with the Center for Civil-Military Relations from the Naval Postgraduate School in Monterey, through the IDARM programme, which is planned and organized annually within the bilateral military cooperation between the Republic of Serbia and the United States. It has been planned that the expert workshop is attended by 25 participants from organizational units of MoD and SAF, which are professionally related to the procedures in the field of procurement and acquisition of arms and military equipment.
According to the Plan for bilateral military cooperation between the Republic of Serbia and the United States for 2014, it has been planned to organize another expert workshop that is to take place in June.
