Public debate on the draft laws on defence and the Armed Forces completed



In the Central Military Club today, a round table has been held on the draft laws on amendments to the Law on Defence and the Law on the Serbian Armed Forces, which practically completed the public debate of the Ministry of Defence on these highest act in the field of defence.

After the public hearings that have been recently organized in Nis, Kragujevac and Novi Sad, the representatives of the working group of the Ministry of Defence Biljana Babic, Secretary of the Ministry of Defence, Slavica Jerkovic, Head of the Legal Department, and Colonel Vjekoslav Bogunovic, Inspector at the Defence Inspectorate presented the amendments to the systemic laws which, according to them, lead to improved efficiency of the defence system and the Serbian Armed Forces.

- We have undertaken the amendments to remedy deficiencies in the implementation of the laws passed in 2007 and because of the need for adjusting to the changes in the legal system of Serbia, which occurred in the meantime, Biljana Babic said adding that amendments in the two draft laws can be divided into two groups: those that are related to the organization of new relations, or more precisely regulating some provisions by the new ones, and those that are to be passed to match the time and other laws and regulations applicable in the territory of Serbia.

Slavica Jerkovic spoke more about the novelties in the Law on Defence stressing that the draft amendments, among other things, precisely regulate competences of the President of the Republic, the Government, the Ministry of Defence and the General Staff of the Serbian Armed Forces in the field of defence, powers in passing by-laws, the matter of inspection, competence in the field of planning and construction of military facilities. It was suggested to restore the Military Attorney, an institution that exists in other countries, providing for new (old) obligations of citizens when it comes to training for the defence.

Colonel Vjekoslav Bogunovic from the Defence Inspectorate spoke about the Draft Amendments to the Law on the Armed Forces and on this occasion he pointed out that the proposed solutions are mostly related to the organization of the subject that has not been regulated yet. It stipulates more accurate record of work, organization IDs and ID cards, sending to the work abroad, specifying some powers to enact regulations and by-laws.

Based on the suggestions, comments and constructive ideas received during the public hearing to the address published on the website of the Ministry of Defence, the Working Group, according to Biljana Babic, will complete the drafts, which should be under the parliamentary procedure in the autumn.
