Workshop"Integrity in defence budgeting and financing" ends



In the House of Guards a three-day workshop "Integrity in defence budgeting and financing " which was attended by over 65 representatives of the countries of Southeast Europe and the Euro-Atlantic Partnership Council members ended today.

The participants included representatives from Bosnia and Herzegovina, Bulgaria, Armenia, Moldova, Macedonia, Norway, Romania, Russian Federation, Slovakia, Slovenia, Ukraine, Sweden, the Programme for United Nations Development Programme (UNDP), the International Secretariat of NATO, the Geneva Centre for the Democratic Control of Armed Forces" (DCAF) and the NATO Military Liaison Office in Belgrade, the Ministry of Defence and the Serbian Armed Forces, as well as a number of Serbian state bodies in charge of fighting corruption which took part in the plenary discussions and working in groups.

The analysis included normative basis, the organization and procedures of budgeting and financial management in the department of defense, with particular attention paid to issues of professional integrity, prevention and suppression of corruption in defense budgeting and financing. During the workshop, the participants deliberated on the best practical experience known so far, in the planning and execution of the defense budget, and the modules for applying them in the participating countries of the NATO Programme for building integrity and reducing the level of corruption in defence.

The workshop, together with NATO and DCAF final presentation was concluded by Assistant Minister for Defence, Miroslav Jovanovic. In closing speeches, it was stressed how important it was that the conference brought together a significant number of experts from different organizations and countries  as these bodies work daily on dealing with the topic of building integrity, anti-corruption, budgeting and financing of defense. It is expected that by the end of 2013 The analysis of the needs is planned to be finished by the end of 2013 for the NATO Integrity Building Tailored Programme in the South Eastern Europe, and then mechanisms and training programs for the period 2014 to 2016 will be drafted.
