A decade of work of the VBA
In the Hall of the Old General Staff building a ceremony was held marking the tenth anniversary of since Military Security Agency had been presented to the public under this new name on 26 in December 2003. On that occasion , acknowledging the agency’s help in performing complex and responsible tasks , the agency's director Svetko Kovac awarded plaques to high government and military officials , including the Chief of the General Staff of the Serbian Army Dikovic , representatives of the security and intelligence community and the judicial branch , oversight bodies and the control of the security services , as well as the independent state authorities , with whom over the past ten years successful cooperation had been achieved.
Speaking about the significance of the VBA’s jubilee , Defence Minister Nebojsa Rodic , recalled the importance of reforms in the past, expressing great satisfaction over the fact that today is realized primarily civilian control of the service .- The cooperation with civil society , which I think in the future should be more aggressive and intense is also significant. That parliamentary control is actually transparency, however it contradictory it may be for the very existence of VBA . But the changes are obvious and true professionals that they can access only the creation of a larger scope where they act freely and lawfully- said Minister Rodic , stressing the word " lawful" Considering that we are now entering a stage when the field of engagement is bound in such a way which cannot be questioned. The Minister pointed out that the structure of today has VBA , sending the message that the service in the future should act "in a more lethal way" .
According the director of the agency Kovac, since 2003 to date , VBA simultaneously reformed and solve the current security issues in the Republic of Serbia , including those arising from the unilateral declaration of Kosovo's independence , cooperation with the ICTY , countering organized criminal activity and corruption , detecting and documenting war crime and counter-intelligence protection of the most important figures, objects and activities .
- Conditions for effective functioning of security-intelligence system is good cooperation and coordination between all its parts. I think that the current cooperation between the Military Security Agency and the Security- Information Agency , Military Intelligence Agency and the Ministry of Interior , specifically the Department for Combating Organized Crime , the Gendarmerie and the Directorate of Security of persons and facilities is at a high level and contributes to successful functioning of security-intelligence system of the Republic of Serbia - said Kovac.He recalled that the basis for the start of the reform was the Law on Security Services of the FRY in July 2002 , which was the first law in the region that defines the work of the security services and the military security service launched reforms burden of the past , the consequences of the civil war and the disintegration of the former Yugoslavia and the JNA , the bombing in 1999, and the consequences of post-conflict and post-authoritarian society .
- Law on Military Security Agency and Military Intelligence Agency was passed in 2009 when the procedures for approving and implementation of control measures had for the first time been defined transparently – as Svetko Kovac concluded.
