Official presentation of licences for weapons and military equipment production
A ceremony was held today at the Sector for Material Resources, where Nenad Miloradović, Ph.D., Acting Assistant Minister for Material Resources, presented licences for the production of weapons and military equipment to companies that successfully met all legal requirements for this activity over the past year.
In accordance with legal regulations, a total of 15 licences for the production of weapons and military equipment were issued in 2025. Most of the licences are renewed permits, issued following the expiration of previous ones, confirmed by improvements in production capacities. For the first time, Comars Beograd and Luss Textile Draganići were granted licences to produce weapons and military equipment.- Production of weapons and military equipment is an important and promising industrial branch, primarily serving the needs of the defence system, while also making significant contribution to the country’s overall technological advancement and economic development. At the same time, the defence industry carries a major responsibility to upgrade production technologies and develop new products to meet the needs of the Republic of Serbia’s system – Assistant Minister Miloradović said.
He noted that one of the MOD’s key objectives is to strengthen the domestic defence industry, primarily to equip the Serbian Armed Forces with modern and upgraded weapons systems, in line with the strategy of relying as much as possible on domestic capabilities. He emphasized that in the period ahead, the Ministry of Defence will propose to the Government of the Republic of Serbia appropriate programmes to develop weapons and military equipment production capacities, along with a technology roadmap, aimed at achieving synergetic enhancement of this strategically important area for the country’s defence.At the beginning of this year, a total of 63 legal entities held licences for the production of weapons and military equipment. In addition to large state-owned enterprises, this includes numerous small and medium-sized companies, which form an important part of the defence industry ecosystem and contribute to the implementation of defence projects.
At the end of 2020, 43 legal entities held production licences, which confirms a gradual expansion of Serbia’s domestic defence-technology industrial base - a continuous priority for the Ministry.- Currently, there is an intensive effort to equip the Serbian Armed Forces with modern, new, and upgraded weapons and military equipment, with a significant portion produced domestically. Substantial funds have been allocated in recent years to support this effort, and this trend will continue in the coming period. Since 2021, the value of weapons and military equipment procured from the domestic industry has been five times higher than in the previous twenty years.
In parallel, the Republic of Serbia is implementing the second and third phases of direct investment in domestic development and production capacities. These investments will provide long-term support for programmes aimed at equipping the Serbian Armed Forces, while boosting the production capacity of complex combat systems by 30 to over 100 percent. The investment cycle, completed in 2021, achieved an initial increase in the production capacity of key ammunition components and energy materials by 25 to 80 percent.The aim of these activities is to further develop Serbia’s domestic defence industry, strengthen technological capabilities, and ensure self-reliance in production, in line with the country’s policy of military neutrality – said Assistant Minister Miloradović.
At the close of the ceremony, he wished the representatives of the companies that received licences a successful business year and continued growth of their production capacities.
