Minister Vulin: MTI Employs New Experts




Today, the amphitheatre was the venue of an official ceremony to mark 69th anniversary of the existence of the Military Technical Institute - the greatest military scientific and research institution in this part of Europe.

Congratulating the anniversary to the members of the Institute, Minister of Defence AleksandarVulin underlined that after very long time, a competition had been opened the previous day for the employment of 39 young engineers, and that the Ministry had started investing considerable resources in order to improve financial situation of the experts. TheresourcesareallocatedfromtheMinistry’s budget, and in November, four million dinars will be paid to the Institute that could be used as the stimulation.

- Starting from the next year, and this will been visaged by the budget, you will have a slightly different position so that you could use both a part of your own profit and those resources coming from the Ministry inparticular,as stimulation for betterment of financial position. Hence, you will receive notsolelytheresourcestospendon machines, equipment but also on personnel, something that is more important, more costly and more difficult to provide, and even more difficult to retain than any such technology, or any such machine or any such equipment. The things are changing for the better. They are changing for the better because this state has been doing business better, it functioned better and it has more money. Youaswellwillfeel that the state has more money. Besides, you are the one creating the money. We all depend on your intelligence, your fruitfulness and zeal, the Ministry of Defence and Serbian Armed Forces depend on it in a technological sense. Without you, we would buy far more expensive assets and be dependent, but no country could hope to be military neutral, to be strong, to have strong armed forces, unless it has an institute such as yours; unless it has your enthusiasm; unless it has your persistence. Imayalsosayunlessithasyourstubbornnessto remain precisely where it is, to work for its country. You cannot describe it in a better way than by preciselythese words – the love for your country, for your profession – Minister Vulin said.
-Whateverwedo, wecanhardlycompete with the far richer that could pay far more for intelligence, knowledge, persistence of the members of the Institute. But you are here, and you remain here, and we are immensely proud of your results. In addition, 70 per cent of everything that was presented at “Freedom 2017” is your work, your knowledge, your ideas. I do not know how many big and powerful countries can take pride in such number but I do know that Serbia is truly proud of it.

- After so much time wecan say that wear erejuvenating, that weare growing and that we will do everything to also compete on the marked with perhaps the richer, but surely not more competent, to attract and retain the intelligence, to attract and retain engineers, to attract and retain all of you-the innovators who make us gain new perceptions of the world and open different roads. Attheendofhisaddresstheminister wished that the members of the Institute remained as they were, and to continue doing what they did the best in the world, to love their country. Hepointedoutthataftertakingallthose measures in the following year, one would say that the position of the members of the Institute was enhanced, that there were much more members in it, that they grew younger and that they were more successful.

The Director of the MTI, Colonel Zoran Rajić PhD talked at the event about what the work at hand was in the Institute. He said that during that year a prototype of wide spectre radiogoniometer “Hera” was introduced, as well as a package of shooting equipment with radio control and a prototype of military field overall M-12 from a personal equipment kit. Moreover, some equipment is in the final phase of testing: a prototype of rocket system “Morava” (self-propelled rocket launcher and logistic vehicle), prototype of the modernised rocket system “Kub”, prototype of a terrain vehicle FAP 8x8, prototype of multifunctional fuse, prototype of personal equipment kit – terrain boots and field overall, prototype of microwave low-noise amplifier, zero series of shooting equipment kit with radio control – device for indication of easy targets and prototype fuse of immediately delayed action.

This year the first public trial was held of the lightmobilenon-armoured artillery system “Morava”, new modular armoured “Oganj”, antiaircraft hybrid system PASARS, unmanned platform “Miloš” with remotely controlled combat station and other.

ColonelRajićPhDalsopresented the numerical data describing the work in the Institute. Hesaidthat in 2014 the Institute had dealt with 57 tasks of research and development  whereas in the current year the number was 77. In 2014, the tasks required expenditure of 353 million dinars, while in this year’s figure was a billion and 191 million dinars. The revenue generated by the Institute in this year amounts to around a million euros, and the signed agreements are in the value of over two million. Inthesaidperiodthenumber of personnel decreased – from 481 employees in 2014 to 425 employees in this year. Furthermore, apart from 24 laboratories owned by the Institute, during this year they have acquired the so called White Room which is very significant for the MTI.

At the end of the ceremony, on the occasion of the Day of the Military Technical Institute a MTI plaque was given to the factory “PrvaPetoletka – Nmanska ltd. Trstenik” for its contribution to the realisation of the objectives and tasks of the Military Technical Institute, while the scrolls of honour were conferred to the Directorate for Standardisation, Codification and Metrology, Aeronautical Plant “Moma Stanojlović, Corporation FAP ltd. Priboj and Institute Vlatakom ltd. Belgrade.

The Military Technical Institute was founded a fterthe liberation of the country – 3rd November 1948 – as the Military Technical Institute of Yugoslav Army. One of the priority orientations of the establishment was equipping, development and modernisation of the armed forces using its own resources. Today, they deal with research and development in the field of defence technologies.
