After a short artistic program, the present citizens were addressed by Slobodan Adamovic, President of the Municipality of Barajevo and Milan Popovic, Assistant Minister for Labour, Employment, Veteran and Social Affairs. The organizer of the ceremony is the Government Committee for preserving the traditions of the Serbian liberation wars.

The Serbian Governing Council was the first executive authority in Serbia during the uprising and the forerunner of the modern Government of the Republic of Serbia. It was established on 27 August 1805 at the home of Prince Sima Markovic in the village of Veliki Borak near Barajevo. The establishment of the Council was one of the most important moves of the insurgent leaders led by Karadjordje, with the aim of gradual establishment of the executive power in an emerging state.

Although it operated only a few years, the Serbian Governing Council represented not only an assembly of the insurgent leaders but it was also the first permanent government authority, by which Serbia during the uprising started on the path of the renewal of its statehood after centuries of the Ottoman rule.
