Reduced risk of corruption in the defence system



According to the findings of the "Global anti-corruption index of the defence system," research conducted by the organization Transparency International (TI) published on 3 December 2015, the Republic of Serbia has scored 154 out of a maximum 288 points and is in the group of countries "C" (moderate risk of corruption), which represents a significant improvement over the results from 2012, when it was in the group of countries "D plus" (high risk of corruption).

Compared to the anti-corruption index for the defence system of the Republic of Serbia in 2012, a positive trend was recorded in 35 out of 77 indicators, or 45.45 percent, and a negative trend in 11 out of the 77 indicators, or 14.28 percent.

The Republic of Serbia, according to the processed data to 4 December 2015, is among the 33 highest-ranked defence systems in the world and among the countries that are in the group "C", "B" and "A" of the index.

The organization Transparency International statedon its website , inter alia, that the Republic of Serbia has made significant progress in the normative area concerning the procurement, human resource management and supervision over the defence system. As the most important measures taken in the field of reform, named are the adoption of the Law on Public Procurement in 2013, the Law on the Protection of Whistleblowers, and the adoption of the National Assembly Rules of Procedure, which manage the supervision over the defence system and security services.

In connection with the flaws, the organization Transparency International said that there are now fewer restrictions for professional members of the Serbian Armed Forces for conducting commercial activities outside professional duties, that the Internal Audit Department does not have sufficient capacity in relation to the assigned authority, and that the State Audit Institution has a limited role in terms of control of the defence system.

The Ministry of Defence will continue to implement measures to achieve accountability, transparency and integrity in the performance of the defence tasks in order to achieve zero tolerance to corruption and organized crime.

The organization Transparency International has realized the survey of the level of corruption risk in defence systems "Global anti-corruption index of the defence system" since 2012.
