Decision based on the assessment of the United Nations
In the information to the public about the reduction of the salaries of members of the Serbian Armed Forces deployed in the peacekeeping mission MINUSCA in the Central African Republic, the stated reason is the reduction of the risk coefficient.
In order to provide complete information to the public, we state that the security assessment in the areas of multinational operations and the determination of the degree of risk for missions are carried out by the United Nations periodically or on the basis of significant changes in the security situation in the zone of operation.For the multinational operations that include members of the Serbian Armed Forces, the Military Intelligence Agency makes the assessment of the risk and the security situation in accordance with the procedures of the United Nations, but only for the area of deployment of our peacekeepers, not for the entire country in which the mission is carried out. Thus, in the case of the Central African Republic, the assessment applies to the capital Bangui, where our peacekeepers are located and where the situation is relatively stable, unlike the rest of the country.
Based on the current assessments, the Joint Operations Command of the General Staff proposes the determination of the risk in the service and coefficients for the geographical and climatic conditions, separately for each mission. This time as well, in the regular procedure of determination of coefficients for all multinational operations involving members of the Ministry of Defence and the Serbian Armed Forces, launched on 29 April, 2015, the coefficients have been determined for the mission in the Central African Republic, where 72 members are deployed in the military hospital Level 2, as well as military observers and staff officers.
After carrying out the prescribed procedure and obtaining approval of the authorized organizational units of the Ministry of Defence and the Serbian Armed Forces, the Minister of Defence signed the decision, without affecting the values of the proposed coefficients. Based on the new coefficients, a decrease in total remuneration of members of the mission in the Central African Republic has occurred.
