Compliance with procedures and regulations



Although at first it seems absurd, because of the nature of work and the phenomenon of military secrets, the Ministry of Defence and the Serbian Armed Forces always base their work on the principles of transparency and open communication. Unfortunately, for some media that is not enough, and they do not appreciate and respect open and honest approach to communications, so that full information hardly sees the light of day because in some media responses of the Ministry of Defence and the Serbian Armed Forces are published incomplete and taken out of context. This threatens the right of citizens of Serbia to be fully and objectively informed on important social issues, and deceives the public.

We emphasize that we fully understand the need of media for intriguing stories on the front pages, but we do not understand the disregard of the provisions of the Law on Public Information in the media and non-compliance with the Code of journalists that should be sacred for journalists.

For all these reasons, we submit the information about the current construction of a hangar at the Batajnica airport.

For the purpose of building the hangar for storage and maintenance of aircraft at the site of the destroyed hangar KN-54 at the Batajnica airport, in the procurement process in 2013, the project documentation was made by the selected bidder Institute IMS. The value of project documentation including VAT amounted to 5,004,600.00 dinars. The public procurement of technical documentation was done on the basis of the decision of the Assistant Minister for Material Resources on the development of investment-technical documentation and execution of works on the construction of the hangar at the airport Batajnica since 08.11.2012.

In 2014, two public procurement procedures were conducted, in accordance with the Law on Public Procurement for the construction of the hangar, and the data are available at the Public Procurement Portal of the Ministry of Defence and the Serbian Armed Forces.

The first procurement was conducted under No. 5 in 2014 and the same has been suspended under Article 109, paragraph 1 of the Public Procurement Law, by the Decision on the suspension of 2022-77 of 06.13.2014, because all received bids were evaluated as unacceptable.
The second public procurement conducted under the number 22 in 2014, after the decision on the best bid contract no. 2022-163 of 20.11.2014 was concluded with a group of bidders GP "MORAVA IN" from Krusevac and "CELIK" from Backi Jarak, for the amount of 184,271,732.60 dinars without added value tax (ie 221,126,079.12 dinars including added value tax), with completion deadline to 31.12.2015.

In accordance with the terms of the tender documents, the contractor was given an advance payment in the amount of 51,470,833.33 dinars without VAT, which is successive in accordance with the contract. For the contractual amount of the advance payment, the means of financial security was delivered. In addition to the paid advance payment, the contractor has so far paid another 62,231,940.52 dinars.

In another process of public procurement bid was delivered:

1. Bidder group: "GOSA MONTAZA", 65 28th October Street, 11320 Velika Plana; "ELECTRA-M & V" Ltd., Velika Plana, "INVESTGRADNJA Leskovac" and “DUXPRO" Bela Palanka, in the amount of 257,209,583.55 dinars without VAT,
2. The Bidder '' AMIGA '' Kraljevo, 66 Tike Kolarevića Street, 36000 Kraljevo, in the amount of 199,287,212.23 dinars without VAT,
3. Bidder group: GP "MORAVA IN" Ltd, 37000 Krusevac, 4 Prizrenska Street and '' Celik '' 21234 Backi Jarak, Novosadska Street, in the amount of 184,267,772.60 dinars without VAT, and
4. Bidder group: "GRADINA" Ltd, 8 Masarikov Square, 11080 Zemun; "CREDO" Ltd, 4/6 Pariske Komune Street, 17500 Vranje and "JEDINSTVO-Metalogradnja", Prvomajska Street, 31205 Sevojno, in the amount of 229,603,783.35 dinars without VAT.

In another procedure, a contract was concluded that is at a price more favorable than the lowest price offered in the first public bidding procedure and contracted works should be completed in accordance with the dynamics of funding and secured funding that the Government has defined for this project through the multi-year funding.

Works on the construction of the hangar are running slightly ahead of the agreed schedule, and are expected to be completed before the agreed deadline (31.12.2015).
The works on assembling pieces of the outer facade, indoor plumbing installations, waterproofing and installation of reinforcement, installation of gutters in the axis "A" and set the roof panels are under way. Electrical and mechanical installations have been brought to the facility.

MoD’s cooperation with the company "Morava", with some interruptions, dates back a number of years, exclusively in activities in which contracts were concluded after conducted public procurement procedures.
