Conference on PELT Program
The Regional Conference PELT – The best practice, organized by the British Council, is being held at the Belgrade hotel Metropol Palace. The conference was opened by State Secretary of Defence Zoran Djordjevic, who stressed that its goal was to summarize the present results of the PELT Program (Project for English Language Testing and Training) in training and testing MoD and SAF staff in the field of English language learning, and to establish an efficient, long-term and stable system of education, testing and evaluation of knowledge of English according to the STANAG 6001 standard.Djordjevic stressed that the Conference was an opportunity to show the participants the positive practices of PELT program with the goal of implementing the good solutions, and further development of regional cooperation in the field of the English language for which, as he stressed, financial support of donor countries was still needed.
Head of the Staff Department Brigadier General Dragosav Lackovic, the co-chairman of PELT Management Board, stressed that the verification of training in the field of the English language was conducted via regular cycles of knowledge testing with the application of the national STANAG 6001 test in organization of PELT Directorate of the Staff Department of the Human Resources Sector with the support of the Agency for International Language Coordination – BILC.
He stressed that, in the next period, when it comes to learning English at MoD and SAF, the main focus would be on the organization of specialist courses and revising courses, on independent learning at Centers for English Language Teaching and on distance learning with the goal of mastering military technical terminology in accordance with the career type.Head of the Staff Department also stressed that the development and modernization of Centers for English Language Teaching – CELT would be continued, so that each command at operational level and unit command at brigade level would have such a center, and that the organization of garrison courses of the English language would intensively continue.
The Conference is attended by MoD and SAF representatives, and diplomatic and military representatives of donor countries of PELT program, representatives of Defence Ministries of Montenegro, Bosnia and Herzegovina and Macedonia, and of the British Council.
PELT program is a partnership program between the Serbian Ministry of Defence and the Ministry of Defence of the Kingdom of Great Britain, Denmark, Norway and the Netherlands and US in capacitation and testing in the field of the English language according to STANAG 6001. Donor countries provide financial donations for the necessary equipment for modernization of Centers for English Language Teaching at the Ministry of Defence and the Serbian Armed Forces, the literature and training of teachers through organization of seminars with foreign lecturers.
In the realization of management of the Program, British Council in Belgrade has the expert and guidance function, with engagement of experts for the English language.
The carrier of the PELT program is the PELT Directorate, of the Staff Department of the MoD Human Resources Sector which a partner in the Project with the infrastructure and staff.
