COMMUNICATION
Following a statement by the Military Trade Union of Serbia in the media, and for the sake of objectively informing the public, we emphasize:
Claims that the Minister of Defence is preventing trade unions are unsubstantiated and inaccurate, because there are eight trade unions in the Ministry of Defence and the Serbian Armed Forces.
Until the entry into force of the new Law on the Serbia Armed Forces (06/02/2015) trade union organizing in the military is regulated by the Regulation on union organization, which provided for all union issues to be addressed at the level of brigade commanders as representatives of the employer. This way, the unions remained and signed agreements with the brigade commanders.
With the entry into force of the new Law on the Serbian Armed Forces, the Regulation on
union organization was put out of force.
The law envisages that in the future all the issues related to union organization and work will be managed with the new Rule of service of the Serbian Armed Forces, which is in its final stages, and, in the future, the Defence Minister will not be in charge of trade unions in the military.
However, it is interesting that the Military Trade Union of Serbia submitted the request to sign an agreement with the Minister of Defence instead with representatives of the employer at the rank of commander of the brigade, as has been maintained, asking the Minister to grant them the use of two official vehicles with drivers, in addition to the premises and work mans, and that the Ministry of Defence shall bear the costs of fuel, maintenance and registration.
We emphasize that the Collective Agreements regulate matters that are not regulated by law, which is not the case with professional SAF members, because all the matters (primarily those concerning pay, working - legal status, etc.) are regulated by the Law on the Serbian Armed Forces and bylaws. .
