Parliament adopts amendments to laws on the Armed Forces of Serbia and defence



The Serbian Parliament adopted amendments to the Law on Defense and to the Law on the Serbian Armed Forces on Wednesday.

The amendments to the Law on Defense are bringing back the military attorney’s office, are defining the status of the military institutions with their own source of revenues, and introducing and describing the role of a Defense Ministry inspectorate.

The amendments to the law on defense are aimed at eliminating flaws and solving legal problems in the functioning of the defense system.

In activities of logistic support of the Armed Forces of Serbia, there is an option for certain military institutions to gain the status of a corporate body which would work for the needs of the defence system and the military, and work in the market with the part of free capacities, which would significantly alleviate budget expenditure.

Property interests of the state are protected more efficiently when it comes to more rational usage and disposal of military property used by the Ministry of Defence and the Armed Forces of Serbia.

The amendments to the law also include protection of property interest in suggesting the formation of Military Attorney’s Office within the Ministry of Defence for business previously conducted by the Direction for proprietary legal business, by the decision of public attorney’s office.

The adopted pieces of legislation precisely regulate military organization and composition and the manner of preparation and adoption of documents on military organization at the strategic, operational and tactical level of command, as stated in the Defence Strategy of Serbia.

Amendments to the Law on Defense are determining the position and authority of the Armed Forces of Serbia, defining the organization, formation and principles of service in the military, specific military service and service under difficult circumstances, commanding and managing the military, and ranks, symbols and hallmarks, military holidays, names of units and institutions, religious service, responsibility for the damage to the Armed Forces, democratic and civilian control, public openness of work.

Amendments to the law more precisely arrange the authorities of the General Staff in commanding and managing SAF, and also incorporate assignment of officers to ranks of captain, noncommissioned officer and professional soldiers.

They also arrange keeping special evidence on members of the military, its content, the way of protection of data about military personnel, all in adherence to the nature of military service.
