Round Table on the Draft Law on Military Education



Within the public debate on the Draft Law on Military Education, lasting from 5th to 31st March, a round table was organized in the Central Military Club today, where the interested representatives of institutions, public agencies and organizations talked about this act.

The gathering was attended by Milos Jankovic, Assistant Minister for Human Resources, Lieutenant General Miodrag Jevtic, Rector of the University of Defence, Major General Mladen Vuruna, Commandant of the Military Academy, Brigadier General Dragosav Lackovic, Head of Personnel Department of the Ministry of Defence, as well as representatives of the National Council for Higher Education, University Conference, research organizations and other public services.

Opening the debate, Lieutenant General Miodrag Jevtic, Rector of the University of Defence, pointed out the basic guidelines and objectives of the adoption of the Act and emphasized that on 21 November 2012, the Minister of Defence appointed a Working Group managed by him, with participation of the representatives of the organizational units of the Ministry of Defence and the Serbian Armed Forces.

General Jevtic reminded the gathering that according to the law, matter of military education is under the responsibility of the Ministry of Defence and that the main reason for passing the Law on Military Education is the need for harmonization of the existing regulations governing the foundation, organization and operation of military schools as military services with the regulations on defence, the Serbian Armed Forces and the rules of military service.

- In this regard, the reason for the adoption of the Law is the need to harmonize the military education system with the system of secondary and higher education in the republic of Serbia – Rector of the University of Defence pointed out, explaining that the harmonisation relates to the determination of specificities of education in the defence system or to prescribing specific objectives and tasks in the defence system arising from the specific nature of the military service.

General Jevtic underlined the fundamental problems that the new law should resolve, and noted the importance of normative regulation of the specifics of military education, and explained why it was necessary to pass a new law rather than modify the existing one.

- It should be noted that this is the federal regulation that was taken over so that its amendments would cover more than 50 % of the provisions, and in this case, in accordance with the unique methodological rules for drafting legislation, the new regulation should be passed – Rector of the University of Defence explained.

Questions from the audience, including those concerning the harmonization of military and civilian education and verification process of educational institutions set up by the Ministry of Education of the Republic of Serbia, as well as the employment law status for teachers, were answered by General Jevtic, Brigadier General Dragosav Lackovic, Head of Personnel Department of the Ministry of Defence, Colonel Milan Stevic, Director of the Military Grammar School, and Colonel Slobodan Kisic, Secretary General of the University of Defence.

The Draft Law which was posted on the website of the Ministry of Defence proposes regulation of the goals and principles of military education, the process of education, training and qualifying for the needs of defence and the Serbian Armed Forces, planning and organization of military education, special conditions and ways to realise teaching and academic programmes, as well as the position of teachers in military educational institutions, cadets, students and participants, and funding of military educational institutions.
