Workshop on corruption in the security sector



In the Peace Support Operations Training Centre (PSOTC) in Sarajevo, Bosnia and Herzegovina, from 20 to 22 March 2013, an international workshop on the subject Risks of Corruption in the Field of Defence and Security Sector was held. The activity was organized within the framework of NATO Building Integrity Initiative in the field of defence, as well as NATO Tailored Building Integrity Programme in the field of defence in the South East Europe that is realized through the Southeast Europe Defence Ministerial Process (SEDM).

In the workshop, jointly organized by NATO, Geneva Centre for the Democratic Control of Armed Forces (DCAF) and the Ministry of Defence of Bosnia and Herzegovina, there were about 40 participants, representatives of 14 countries (Bosnia and Herzegovina, Bulgaria, Georgia, Armenia, Latvia, Macedonia, Moldova, the Russian Federation, Slovenia, Serbia, Ukraine, Switzerland, Spain and Montenegro). The responsibility for the professional part of the organization was with the Geneva Centre for the Democratic Control of Armed Forces.

Through the form of plenary sessions and four working groups, the issues concerning the influence of corruption on the defence sector and security sector, assessment of the risk of corruption in defence systems, evaluation of completed assessments, approach to the problem of corruption, possibility of individual and collective action of the states with the aim of control of this extremely negative and detrimental phenomenon, as well as the path that should be passed from the common perception of risk to the joint action.

The workshop was held in Sarajevo and is the first in a series of three related activities planned for the first half of the 2013, through which the analysis of needs of the South-East European countries is done by establishing effective mechanisms aimed at efficient building integrity in the joint fight against corruption in the field of defence. It has been planned that the second workshop is held in Sofia (from 23 to 25 April), the third in Belgrade (from 18 to 20 June 2013).
