Expert discussion on anticorruption measures in the defence system



What are the risks of corruption in the security sector, is the new law on public procurement is an adequate means to fight corruption in defense and security and where the Ministry of Defense can see the risks of corruption and what it does to minimize them these are all the topics discussed at the meeting which was held today at the Belgrade Centre for Security Policy.

The reason to organize the expert discussion "Anti-corruption measures in the defense of the Republic of Serbia" was the publication of the results of the first global analysis of the risks of corruption in the defense system, according to which, 82 countries included in the analysis of Transparency International UK, Serbia ranked in middle with a score of D +, which, according to organizers of the Belgrade Center for Security Policy, points out that the risk of corruption in the defense is significant, while it is obvious that it has made efforts to reduce the risk, but that it is still not done in a systematic and methodical way.

Predrag Petrovic and Marko Savkovic from BCSP, Nemanja Nenadic, program director of Transparency Serbia, Milan and S. Milutinovic, an advisor in the Department of Defense Policy of the Ministry of Defence spoke about the issues.

Presenting research from Mark Savkovic BCBP, mentioned 5 groups of risk which were analyzed through 77 questions, based on which a map for corruption in the defense of the Republic of Serbia was done, while Nemanja Nenadic from Transparency Serbia presented the improvements that the new Law on Public Procurement which comes into force on 1 April brings in relation to the security system. The system is guided by discretion and lesser public availability–which are the main risks for corruption along with confidential procurement and confidentiality as potential threats.

Presenting the project " Integrity Building " the Ministry of Defence of the Republic of Serbia by the NATO, Milan S. Milutinovic, an advisor in the Department of Defense policy of the ministry, spoke about the results of self-assessment that was done for the purpose of research and invited the interested public to visit the website of the Ministry of Defense, where they placed the documents relating to the activities of anti-corruption measures to be implemented. He added that in the period after 2011 the Ministry of Defence has done a lot to build integrity and reduce the risk of corruption.

- The obligation to publish all public procurement on the Ministry of Defense was introduced, and the analysis of the system that aims to determine the cause and source of the integrity and the appearance of corruption, as well as cutting their networks is also being conducted at this very moment. In this regard, we have high expectations of the new Law on Public Procurement - said Milan S. Milutinovic, adding that the defense system of the Republic of Serbia is ready to help the other countries in efforts to reduce the risk of corruption. He reminded that our country participates in the NATO programme for integrity building in Southeastern Europe, launched in December 2012.
