Second 'To be secure" forum in Budva



Delegation of the Ministry of Defense and the Army of Serbia led by the Serbian Army Chief of Staff Lieutenant-General Ljubisa Dikovic participate in the Second Forum "To Be Secure", which is traditionally held in Budva.

The second security forum brings together senior officials, prominent university experts in the field of security policy from 30 countries worldwide and numerous international organizations. Participants in the three-day forum will be discussing the current issues of global and regional security, as well as the challenges of global economic and financial crisis.

General Dikovic participated in the debate, "The role and involvement of the armed forces in emergency situations," along with Vice Admiral Dragan Samardzic, Chief of General Staff of the Army of Montenegro, and Major General Gorance Koteski, Macedonian Army Chief of General Staff. On that occasion the participants of the seminar emphasized the manner and organization of the army in emergency situations recalling the natural disasters which occurred in all three countries. During the talks the necessity and quality of coordination of activities between national institutions and national authorities in light of an effective response and response in performing this mission were emphasized.

Secretary of State Dr. Tanja Miscevic, as part of the delegation of the Ministry of Defense and the Army of Serbia, took part in the debate "Europe in facing new challenges in foreign and security policy after the economic crisis." Besides Secretary of State Dr. Tanja Miscevic, the Minister of Defence of Montenegro Milica Pejanovic-Djurisic alos took part in the debate, as well as eminent experts from prestigious institutions engaged in studying the issues of global and regional security. The importance of regional meetings and a joint response to the challenges the world faces were also reiterated. The participants agreed on the need to prevent proliferation of a large number of national initiatives but rather to specialize in areas of importance for the region.

In addition to participation in the panel, the Forum "To Be Secure" offers the possibility of meeting and exchanging views on issues closely related to contemporary security challenges facing the Republic of Serbia.

General Dikovic had a trilateral meeting on the sidelines of the forum along with Vice Admiral Dragan Samardzic and Major General Gorance Koteski. Both sides reiterated their commitment to strengthen regional defense relations and support the development of national capacity for training in which they can be trained and members of the armies surrounding countries. In that sense the recent results from the training center for training RCBD personnel Krusevac, the Media Center in Skopje and training in winter conditions in Montenegro were commended.

General Dikovic also met with the Deputy Commander of the Allied Command Transformation, General Mjeceslav Binek and on this occasion they exchanged views on the concept of training in today's conditions and its adjustment to modern security challenges and requirements. General Binek reiterated his support in turning Centre for training of staff into a RCBD regional center in Krusevac.
