Informing top NCOs



In the Blue Room of the General Staff building Minister Sutanovac informed main and leading non-commissioned officers of the Army of Serbia on the most important steps in reforming the defense system in the past four years. It was an opportunity to, among other things, just talk about issues related to the NCO corps, as well as problems in their daily work of NCOs in our military.

The meeting was attended by Serbian CHOD General Miloje Miletic and his associates, and members of the Minister of Defence staff.

Sutanovac, referring to the main results of the Ministry of Defence in the past, emphasized the professionalism of those SAF segments that contributed to raising the reputation of the institution in society, which had been tainted in the previous period.

Compared to 2008, the military budget has been significantly reduced, but nevertheless, the data show that the funds available today are used more effectively than in previous years.

During the presentation, the Minister paid special attention to the HR pyramid, pointing out that non-commissioned officers make up more than a fifth of the total composition of our Armed Forces, and that their average income twenty percent higher than the average of the republic of Serbia. Speaking of housing, the Minister expressed the hope that it will set out the modalities that have proven to be a good solution in the future with housing most of the Army of Serbia.

According to Minister Sutanovac, NCO corps has a significant role in peacekeeping missions involving the Army of Serbia, and that for them, too, opening the possibility for education and training abroad.

Speaking about the importance of NCO corps in the Army of Serbia, Sutanovac told the present officers that "they should be standard-bearers and conduct training in their units, as leaders and technical experts, as well as experts and tactical skills that are just the backbone of the Army NCO of Serbia".

The Minister recalled the major events that marked the year behind us, and he finished adding information in the future work priorities of the Ministry of Defence.

On behalf of the non-commissioned officers, the audience was addressed by warrant officer of the Army of Serbia Goran Radic stating that the establishment of NCO corps as part of reforms has enhanced the role of NCOs in terms of training, order and discipline in the unit as well as strengthening the care of people.

- Since the inception of the idea to form NCO corps to this day we have done a lot, something many other armies could envy us for as they started this process before us. In the previous period, we made a concept of training and professional development of non-commissioned officers, non-commissioned security of our military personnel, as well as Regulations of the NCO corps, including the establishment of the Center for Training and Development NCO – as warrant officer Radic said adding that this means that the process is not completed, but rather that it is only just beginning.

In the last part of the meeting, the Serbian Army non-commissioned officers were able to ask and discuss with the Minister Sutanovac and his associates, as well as to identify the problems and present solution proposals, views of current topics and trends of reforms in the Ministry of Defense and the Serbian Army.
