Promotion of Civil-Military Cooperation monograph



In the ceremonial hall of the Central Military Club a monograph on "Civil-military cooperation - the reality and needs” was promoted today, as the work authored by State Secretary of Ministry of Defence Zoran Jeftic and Milenko Lalovic, a retired colonel, former chief of the Department of Civil-Military Cooperation in the SAF GS.

Besides the reviewers, professors to the security Zeljko Ivaniš and Miroslav Mladenovic and Brigadier General doc. Miodrag Gordic spoke about the monograph, which examines civil-military cooperation as a function of modern armed forces,

"The reality and needs, as stated in the title, made it necessary to have this publication which accumulates our experience in the modern understanding of civil-military cooperation, lessons learned from earlier periods, and to present the international experience in the area of countries similar to us . Also, we tried to predict some aspects of future work in the field of civil-military cooperation in our security system, "said Secretary of State Jeftic adding that the Ministry of Defence and the Serbian Armed Forces have had an organizational unit in charge of civil-military cooperation, organized at the brigade level. In all the drafts of making doctrinal documents, the entire civil-military cooperation is related to all three missions of the army, he pointed out, unlike most countries with developed defense system where the area is mainly related to peacekeeping missions.

According to State Secretary Jeftic, it is a function in a prospective Army, which opens the possibility that our army, with a comprehensive approach to civil-military cooperation, and can be to specific and to be unique in comparison to other modern armies.

Speaking of the publication, co-author Milenko Lalovic, a retired colonel, former chief of the Department of Civil-Military cooperation of the SAF General Staff said that the motto of "Civil-military cooperation, the reality and needs" would be that no good relationship without proper cooperation is possible. From the logical and methodological aspect, the book includes three parts, he noted, and its focus is on recognizing the relevant subjects of civil-military cooperation, particularly in the Army of Serbia and bringing a vision for its development in the country and abroad.

One of the reviewers of the book, professor at the Faculty of Security Studies Zeljko Ivanis said that he reading this publication which has been now presented to the public has sparked up the old dilemma - whether the man has more war or peace loving urges. According to him, that part is just the relation between the balancing of these principles, reflected in contemporary aspects of civil-military cooperation. "This book ranks the Serbian Army among the modern armies" - said Professor Ivanis.

In the decade behind us, as Brigadier General doc. Miodrag Gordic remarked, when talking about the military, there was a frequent use of the prefix "civilian", and this work is the first attempt at explaining such a concept, that of civil - military cooperation. He said that, in this case, the authors were able to theoretically investigate and apply in practice all aspects of civil-military cooperation, which gives the book specific significance and weight.

According to Dr. Miroslav Mladenovic, who spoke on the growing importance of civil-military cooperation in the contemporary world, the authors in the publication "Civil-military cooperation, the reality and needs" of the two naturally incompatible, but most often separately studied areas, managed to see this as a whole .

Promotion of the book was attended by the representatives of the Ministry of Defense, the Army of Serbia and many other guests.
