COMMUNIQUE
Due to recent media statements saying that certain military compounds need to be relocated from Gornji Milanovac, in order to inform the public in true and timely manner, the Ministry of Defense and the Serbian Armed Forces would like to stress that these compounds were in in no way putting the citizens in any danger.
It is true that the barracks ”Vojvoda Radomir Putnik: is located in the city center and is the center for signaling, IT and electronic warfare, which is why there is no protection zone and does not place the citizens at any risk.
Potential trouble occurred with the Lunjevica explosive ordnance warehouse due to the fact that certain rules and regulations on storing the explosive ordnance were not adhered to, as well as due to an inadequate reaction of the local self-government. As a consequence, certain illegal objects and facilities were built in the prohibited area around the compound which placed at risk the functioning of the warehouse and placed the safety of citizens and these illegally built objects.
Let us remind you that Lunjevica warehouse is a compound with special purpose built in the period 1952-1956 and is protected within a protected zone: that is, there is a 450 m zone around the complex where construction is prohibited, and a 200 m zone of limited construction away from the 400 meter zone. These zones are defined based on pyrotechnical safety assessment for an established quantity of stored ordnance, and these regulations cannot be made changed for the sake of citizens’ safety. In the zone of prohibited construction any kind of construction is banned, while in the zone of limited construction high building is prohibited, while it is necessary to obtain permits from the MoD to build lower buildings and the infrastructure.
Besides the previously mentioned, there are other seven military compounds in the area of Gornji Milanovac.
Brusnica and Rajac facilities are special purpose facilities necessary for the functioning of SAF where there is no ordnance, so no safety zones are defined and they do not place the citizens’ safety at risk, or objects either.
The Military House in Gornji Milanovac was declared as a compound not necessary for the functioning of the SAF and was given to the municipality in exchange for apartments for military personnel. The other four compounds ''Klaticevo'', ''Parac'', ''Svrackovci'' and ''Takovo'' are still on the list of facilities for property alienation according to the Master Plan.
