Kai Eide, a Norwegian diplomat gives a lecture at MA



Norwegian diplomat Kai Eide and politician today held a lecture titled "The conflict in Afghanistan and its effects on political institutions - what have we learned?" students of the School of National Defense and professors at the Center for Simulation and Distance Learning Military Academy.

During the lecture, Eide spoke about the impact of the conflict in Afghanistan on Institutions in the country. Institutions in Afghanistan were not strong enough to sustain themselves in such conditions, he said, but the international community also failed in the first attempt to re-establish. The reasons for this are numerous, as the Norwegian diplomat explained. Therefore, in order for the future efforts to yield results, it is essential to avoid the creation of parallel structures. In addition, it is necessary to respect the tradition and heritage of this nation, yet not to impose models that have proven to be optimal in other cases, as Eide said, adding that this was a prerequisite for maintaining these institutions in the future.

According to him, in order to make progress in the peace process it is necessary to establish the basic minimum of stability in the country, whereas the economic development, which may incite the international community to make further donations, is the best cure for instability, said Eide.

The Visit of the Norwegian diplomat is part of the activities within the Program for Advancement in the Security Sector Reforms Process of the in UK’s Ministry of Foreign Affairs, Ministry of Defence of Serbia and the Ministry of Defence of Norway. The objective of this program is to assist the Ministry of Defence and the Ministry of Foreign Affairs of the Republic of Serbia in developing a higher level education for officers and in improving the decision-making ability at the interagency level.

Kai Eide, a Norwegian diplomat was in the period 2008 to March 2010 a special representative of the United Nations in Afghanistan and Head of the United Nations Assistance Mission in Afghanistan (UNAMA). In the previous term, Eide was appointed special envoy of the United Nations Secretary General to Kosovo in 2005 and a Special Representative of the Secretary General in Bosnia and Herzegovina1997-1998.

In addition, he served as the Special Adviser on the Balkans in the Norwegian Ministry of Foreign Affairs and as an ambassador to the International Conference for the Former Yugoslavia.
