The members of the Army Second Brigade carried out the tactical exercise “Prolece 2009” at “Stefan Nemanja” barracks in Raska district the main theme of which was “Dispersing forces and providing support to civil authorities in addressing the consequences of natural disasters”. The members of the Second Army Brigade demonstrated capability to perform tasks within SAF’s third mission.

This exercise was attended by SAF GS Chief LTG Miloje Miletic with co-workers, Army Commander LTG Ljubisa Dikovic, Brigade Commanders, representatives of MoD, Red Cross, local authorities and other organizations.

Besides commanders and soldiers of the Second Army Brigade, the members of the Special Brigade participated as well along with the members of 5th MP battalion, 246th NBC battalion and 98th aviation base, the representatives of MoD Emergency Situations Section, and the members of Regional Civil Protection HQ of Raska District, town and municipal Civil Protection HQ and fire fighting units of the Police Department of Kraljevo, Raska and Novi Pazar.

The main aim of the exercise was to train the units for planning and preparing and for deployment in disaster-stricken areas.

In his address, after the exercise, the Chief of SAF GS pointed out that providing relief and addressing the effects of natural disasters is one of SAF’s primary tasks: “ This is why we decided to continue with training of units for thee tasks. This exercise is a great experience and an opportunity to plan similar exercises thus approximating SAF to other state organs in civil protection, highlighted General Miletic.

The very the exercise was based on real threat s to the safety of Novi Pazar and Raska citizens after an earthquake of limited devastation causing damage to a umber of facilities, communication objects and to the roads, and a break down in communication channeles and a destruction of bridges. The dam on Gazivoda Lake also erupted thus posing a threat to the villages down stream of the Ibar River.

This disaster was used, according to the scenario, by armed criminal groups, which started an armed plunder. The situation required a quick response from the forces, and the scenario envisioned a urgent session of the Government which reached a decision to provide help to all state civil protection programs of local self-government.
