SDR adopted by the Government



At today’s session of the Republic of Serbia the Strategi Defense Review was adopted.
The Strategic Defense Review represents an institutional framework for conducting reforms in the defense system and is the starting program document which defines mid-term defense planning, efficient resource management, transparency of defense affairs and creating necessary preconditions for establishing democratic and civil control, a fully professional and effectiveness of the Serbian Armed Forces in carrying out their respective missions and tasks.

This documents stems from basic strategic positions, such as Republic of Serbia’s commitment to adjust to current changes in the world and to accept the standards of defense organizing of democratic societies.
The Strategic Defense Review includes the analysis of security environment with an accurate risk and threat assessment along with the analysis of the missions and tasks of SAF, the projections of SAF by 2015 and the description of the current state in the defense system and SAF capabilities with the description of necessary capacities by 2010 and development priorities.

The Strategic Planning Department with the Defense Policy Sector initiated the drafting of the Document as early as 2005 for the needs of the State Union of Serbia and Montenegro when the Work Team made up of the representatives of MoD and SAF GS drew up a final draft of the Document with previous harmonization.

During 2006, the Draft was presented to the Vice President of the Government of Serbia and to the President of the Republic followed by adopting the Draft at the Minister’s Staff Meeting and then the document was submitted to the Government for adoption, the new status of the Republic of Serbia as an independent country, the process of establishing the Ministry of Defense as an organ of the republic and not as the federal organ in a changed security environment, at the same time the Defense Act came into force along with the adoption of the National Assembly’s Resolution on military neutrality, and also presidential and emergency parliamentary election were held along with the constituting of the new Government of Serbia.

In line with the new changes, the Draft was reviewed and amended on several occasions and has been adjusted to suit the new conditions.

The final version of the Document was finalized by the end of 208 by adopting the comments and taking into consideration the suggestions of organizational units of Mod and SAF GS. The Draft was submitted to the President’s Cabinet and to the Ministry of Finance and the Republic Secretariat for Legislature which gave their green light.
The Government has adopted SDR after the President gave his consent.
