Expert discussion of the Draft Strategies of the National Security and Defense



As part of the public discussion on the drafts of the Security Strategy of the National Security and the Defense Strategy which is to end by the end of January an expert discussion on the Draft of the National Security and Defense Strategies was held today at the Academy for Diplomacy and Security where, besides the professors of this university level institution, the representatives of MoD, and of the Ministry of Foreign and Internal Affairs, of the Institute of Political Studies, of the Law School in Novi Sad and specialized state and private institutions in the domains of security.

Explaining the work on developing these tow very important strategic documents the adoption of which enables the adoption of doctrinaire and operational laws and documents , the Chairman of the Expert Group of MoD Brigadier General Mitar Kovac pointed out that he considered this expert discussion as another attempt at scientific and theoretical analysis of a very significant social system as with the system of security and providing support to the authors in building strategic documents in this period burdened by internal and external difficulties which had also to some degree defined the suggested proposal of the Draft. General Kovac reminded the present that this draft had been worked on for the past few years and that changes in the society had had impact resulting in some very serious amendments to the Draft.

- After numerous consultations with the representatives of science and our profession as well as with numerous NGOs and governmental organizations, on 26 October 2007, the first version of the Draft was completed which with the worsening of the general situation in the world along with the declaration of Kosovo’s independence had to be adjusted to new circumstances. In the end, as a result, we have drafted a new version. This is why the criticism of one part of the public that this Draft has been rushed without any previous consultations with the relevant factors of the security system, said Brigadier General Mitar Kovac repeating that the expert group would take into consideration all suggestions.

Furthermore, the retired General Branko Krga spoke of this draft and the structure of the system of security, as he is the Head of the Center for Strategic Research at the Academy for Diplomacy and Security, while alos taking this opportunity to stress the social importance of adopting this document.

However, all other factors must be considered, as all the participants in the discussion pointed out, saying that this is the top priority document.
