International Building Integrity Conference
Assistant Minister for Defence Miroslav Jovanovic is leading a delegation of the Republic of Serbia which is participating in a regular bi-annual international conference on building integrity in defense ~ (The 2013 NATO Building Integrity Conference). ~The conference will be held from 25 to 28 February in Monterey, California in the United States, organized by the Department of Political Affairs and Security Policy, NATO International Secretariat, Department of Defense and the Institute for Defence Resource Management Naval Postgraduate School ~ (the U.S. Partnership for Peace Training and Education Center - USPTC) ~ which is the official U.S. center for training and education of personnel from the states as part of the "Partnership for Peace Programme", based in Monterey.
The conference, with 170 participants from 35 states and a number of relevant international organizations, will focus on exploring the presence of the risk of corruption in the defense sector, the analysis of resource management through the concept of "smart defence" ~ (Smart Defence) , including a review of progress in implementing the NATO Building Integrity in Defense Initiative.
This initiative was launched in 2007 by Euro-Atlantic Partnership Council - EAPC) and the Republic of Serbia has been participating in it since December 2011. Conclusions of the conference will be used as the basis for the design of future activities under this initiative, and the development of mechanisms to promote integrity and reduce the risk of corruption in defense
The conference has gathered representatives of NATO states, delegations of countries which are partners in the NATO Euro-Atlantic region, the Mediterranean, the region of the Persian Gulf, as well as other parts of the world. Furthermore, the conference will feature various NATO organizational units (the bearers of integrity building and anti-corruption), and a number of relevant international organizations and NGOs.
During the conference, the delegation of the Republic of Serbia will have several bilateral meetings about the results achieved so far and the MoD’s participation in the NATO Building Integrity Initiative as well as opportunities for collaboration with the Ministry of Defence organization "Transparency International" in investigating and measuring the level of the risk of corruption in the defense sector, as well as continued participation of the Republic of Serbia in the "Partnership for Peace" program, with special emphasis on Planning and Review Process – PARP and Individual Partnership Action Plan – IPAP.
Deputy Minister for Defence will give an expose in the panel discussion no. 3 "Managing people in the field of defense" his expose being entitled "Human Resource Management in the Ministry of Defence and the Serbian Armed Forces."
